Under the general direction of the Child Support Program Director, provides comprehensive child support services including the establishment of paternity and child support orders, enforcement and modification of child support orders, location of absent parents and assets.
ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Confer with clients regarding their need for paternity and child support services and assist them with applications, petitions, motions, agreed petitions, and genetic paternity testing. 2. Analyze applications and intergovernmental referrals, to determine appropriate actions. 3. Manage caseload. Record, promptly and accurately, all actions taken; conversations held; and documents received, in case files. Prepare correspondence. Return phone calls promptly. 4. Promptly and accurately monitors next action in each case, i.e. prepare letters, other court documents, motions, etc. 5. Initiates appropriate collection actions/activities by locating parties and their assets, gathering employment information, pursuing voluntary agreements or wage assignments and negotiates payment of child support debts; updates and recalculates debt as needed; update payments as needed and takes steps to remedy delinquencies. 6. Protects confidential information. 7. Maintain tickler system to track actions to be taken in each case. Meet deadlines set by tribal code, tribal policy and applicable federal requirements. 8. Prepare and file recommendations for: Establishment of paternity and child support, Enforcement of foreign and domestic child support orders, and Modification. Prepare child support worksheets. 9. Prepare writs and garnishments, as well as other court documents as needed, under guidelines set by Tribe. 10. Calculate child support obligations and debts and monitor payments. 11. Initiate appropriate enforcement actions, locate parties and their assets, obtain employment information, pursue voluntary wage assignments. 12. Remain calm while working with distressed and hostile clients. Defuse tense situations. Treat both parties fairly and impartially. 13. Cooperatively work with other members of the Child Support Team including accountant, legal staff, director and court clerk to ensure customer satisfaction. 14. Stay current on tribal code and policy requirements and applicable federal regulations. 15. Work cooperatively with child support program staff, other tribal staff and child support staff from other jurisdictions. 16. Prioritize the high-volume workload effectively and complete tasks accurately. 17. Ability to multi-task and prioritize workload. 18. Provide outreach to employers, client homes, jails and prisons. 19. Attend child support specific training and provide training to others. 20. Admission to the Puyallup Tribal Court Bar and appear in Puyallup Tribal Court on behalf of program, in the absence of the program attorney and as requested by the Director. 21. Perform other duties as assigned.
Education and/or Experience Bachelor's degree (B. A. or B.S.) from four-year college or university in Business, Accounting or related field. Two years of experience in Tribal Case Management; or equivalent combination of education and experience. Must have intermediate skills using Word for Windows and Excel. Access experience desired. Must be able to demonstrate strong math skills in order to calculate debt, child support payments and proportional payments. Must be able to demonstrate the ability to pay attention to detail and produce work with a high level of accuracy. Note: Part-time work is prorated in crediting experience (e.g., if you work 20 hours per week for a 12-month period, you will be credited with six months experience). Language Skills Ability to read and analyze court orders and child support debt calculations. Ability to respond to inquiries and complaints from client, employers, and child support agencies. Ability to write letters, memos and recommendations that conform to prescribed style and format. Ability to effectively present information to clients, court, management and public groups. Mathematical Skills Ability to accurately add, subtract, calculate percentages and proportions using a calculator. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Reasoning Ability Ability to define problems, collect data, establish facts, and draw valid conclusions. Licenses or Certificates Must be bondable. Must have and maintain a valid Washington State Driver’s License and proof of automobile insurance. May be required to successfully complete background check from Department of Corrections. Other Skills and Abilities Demonstrate an understanding of and commitment to the Puyallup Tribe of Indians and its people. Ability to take responsibility for and be held accountable for the caseload. Must possess an understanding of the tribal child support code. Ability to remain calm in difficult situations and with distressed and hostile clients. Ability to defuse tense situations. Ability to remain impartial. Ability to be culturally sensitive in a diverse society. Must pass a background check. Ability to pass test on basic debt calculation, percentage and proportion using an adding machine. Ability to use a personal computer and Word for Windows, Excel, Access and Outlook. Must be able to maintain strict confidentiality.
