About the Opportunity
West Virginia University’s (WVU) Health Affairs Institute is seeking candidates for a full-time Associate Director of Medicaid Services Portfolio. This position applies expert knowledge of Medicaid program service delivery, administrative data, and program evaluation to direct all Medicaid Services projects and programs led by the Health Affairs Institute. The Health Affairs Institute frequently engages in collaborative efforts with the WV Department of Health and Human Resources (WV DHHR) and other state and nonprofit partners that hold a mission to improve the health of West Virginians. The Associate Director of Medicaid Services Portfolio reports to the Director of Health Data Analytics for the Health Affairs Institute and should be familiar with current/modern data-gathering techniques and technology, and have experience leading the work of large, federally sponsored program evaluation initiatives, such as by the Centers for Medicare and Medicaid Services (CMS), Centers for Disease Control and Prevention (CDC), or Substance Abuse and Mental Health Services Administration (SAMHSA).
The Health Affairs Institute serves as the coordinating office for WVU’s State-University partnership with the WV DHHR. Ideal candidates will have work experience that aligns with the Health Affairs Institute’s purpose and the mission of DHHR’s Bureau for Medical Services, and an interest in improving the health of underserved populations, particularly rural, Appalachian populations. What you’ll do:
Administration:
Leads the expansion of the organization’s Medicaid Services portfolio and identifies portfolio-specific opportunities for potential collaborations between the Health Affairs Institute and the WV DHHR, as well as other state and nonprofit partners with a mission to inform the advancement of health at the local, state, and national levels.
Works as part of the Health Affairs Institute leadership team to advance the State-University partnership between the West Virginia University Health Sciences Center and the West Virginia Department of Health and Human Resources (WV DHHR).
Oversees and monitors portfolio risks and issues that are managed by Project Directors to ensure successful project outcomes.
Oversees and monitors project portfolio budgets that are managed by Project Directors to ensure proper fiscal management.
Manages and resolves portfolio-related project/client issues.
Reports leadership-defined portfolio Key Performance Indicators to executive leadership at the requested cadence.
Serves as the Health Affairs Institute subject matter expert on the Medicaid Services portfolio and its projects.
Ensures that project activities are compliant with university-level policies for the responsible conduct of research and data stewardship as well as federal and state policies.
Assists the Director of Health Data Analytics for the Health Affairs Institute with development and implementation of technical procedures for the portfolio.
Collaborates with the Director of Program Development and Management with the implementation of common standards and tools to drive and facilitate the successful delivery of projects and programs.
Supervises research associates supporting Health Affairs Medicaid Services projects.
Collaborates with other portfolio directors and the Director of Health Data Analytics on the oversight of the Research Associate functional team,
Meets with project directors leading Medicaid Services projects on a recurring cadence to determine and monitor key program milestones, project direction, and change approvals to assure overall project goals are on target, the approach is scientifically sound, and deliverables are of high quality.
Oversees dissemination of portfolio impact, including the development of a yearly, updated portfolio impact dissemination plan.
Represents Health Affairs Institute at various conferences, and associations, aligned with the Health Affairs Institute Medicaid Services portfolio.
Serves on Health Affairs Institute portfolio governance committee.
Oversees all student worker recruitment, in collaboration with the Program Development and Management Office and supervisor assignments for the portfolio
Oversees student graduate research assistant (GRA) recruitment and supervisor assignments for the portfolio.
Directs special projects as assigned by Executive Leadership.
Science and Evaluation:
Oversees portfolio-specific projects which are implemented by Project Directors and comprised of multidisciplinary team members.
Reviews and ensures the quality of project-related documents, data files, published information and official reports under the management of the Project Directors.
Collaborates with the Program Development and Management Office on Medicaid Services portfolio project quality improvement initiatives that are implemented by the Project Directors.
Assists with drafting written reports and presentations to Health Affairs Institute Executive Leadership, WV DHHR leadership, and other partner leadership related to portfolio research and/or evaluation processes and findings.
Oversees the implementation of program evaluation plans and research designs for prioritized program areas in collaboration with program directors. conduct of research.
Provides consultation to faculty, government, and all client partners regarding the preparation of portfolio-specific research proposals, design and methodology, data analytics, and interpretation of results.
Oversees the implementation of the portfolio-specific dissemination plan including overseeing the development of publications for peer-reviewed manuscripts and conference presentations.
Serves as a final reviewer for the scientific content of portfolio-specific dissemination efforts, such as abstracts, presentations, and publications, and obtains approvals from external partners as directed by executive leadership.
Qualifications
Earned Ph.D. in a health-related field.
Five (5) years experience:
Post doc experience
Leading in programmatic improvement.
Experience in a Full, Assistant or Associate Director position leading evaluation and/or research effort for client-based work preferred.
Expert knowledge of Medicaid services.
Experience in consulting, preferably with federal partners.
Ability to identify limitations of evaluation and research expertise and devise methods for acquiring additional evaluation and research knowledge when necessary
Ability to educate program staff and partners about evaluation and research concepts and methods.
Ability to engage with, listen to, and learn from a broad range of evaluation and research stakeholders encouraging their meaningful participation.
Skilled in working with stakeholders to develop feasible recommendations based on data collected and interpreted.
Ability to prepare and present evaluation and research results in a manner that increases the likelihood that the information will be used and accepted by a diverse group of stakeholders.
Ability to develop action plans and systems to facilitate and track implementation of evaluation and research findings and recommendations.
Skilled in developing and implementing a communications and dissemination plan as requested or required
Requirements
Valid Driver’s License and ability to travel on an intermittent basis if/when required.
