Mountain Gateway Community College is a two-year public institution of higher education and one of 23 community colleges in Virginia. Reporting to the college President and a member of the collegeâ™s Executive Team, the position will provide executive leadership, vision, and management to the Division of Workforce Solutions & Continuing Education with the primary objective of helping individuals prepare for work and careers through credential attainment, and doing so in partnership with the traditional academic operations of the college, with local business and industry, government agencies, nonprofit organization clients, and with regional K-12 partners as appropriate. The individual will promote MGCC throughout the greater service region. The selected candidate will engage with external leadership throughout the region in positioning MGCC to be the premier workforce training provider by creating strategic partnerships with regional business and industry in both credit and non-credit areas, and with other workforce-related organizations (i.e., Chamber, Goodwill, Workforce Investment Boards, etc.). Also, this forward-thinking manager will convene, lead (when appropriate), and participate in regional efforts to address workforce shortages and needs assessments. The position will manage the fiscal accountability of the Division in a profit-driven organization; build a strong team to carry out the work of the Division; and will effectively work with the workforce staff of the Virginia Community College System in areas that support the credential attainment goals of the VCCS.Essential Functions: Considerable knowledge of current workforce development issues at the regional, state, and national levels. Considerable knowledge of current and projected job market trends, educational and training needs of business, industry, and government in the MGCC service region; and of best practices in the provision of workforce development, economic development, and training in and educational environment, in both credit and non-credit options. Considerable knowledge of workforce credentialing processes that lead to jobs and employment. Demonstrated ability to manage complex operations at a multi-campus college, to include grant development, implementation, and management; managing budgets and contracts; and management of special projects. Demonstrated ability to provide collaboration, strategic thinking, and innovation in building and leading highly effective teams; and develop an organization that embraces diversity, equity and inclusion in its faculty and staff. Demonstrated ability to develop and lead a team which functions with a high level of responsiveness and exceptional customer service to internal and external customers. Demonstrated ability to develop effective workforce training and development programs that lead to workforce credentials; market and recruit staff to support such programs; and conduct long-range planning activities related to workforce development. Demonstrated ability to communicate effectively, both orally and in writing, and to make effective presentations. Serve as the Collegeâ™s Perkins Coordinator. The selected candidate will be required to complete the Commonwealthâ™s Statement of Economic Interest.Core Responsibilities:1. Provides strategic direction and innovation while leading, developing, and managing a highly motivated team of professionals who provide both open-enrollment and customized courses and programs leading to knowledge/skill development and workforce credentials. Collaborates and partners with the traditional academic credit leaders of the college in promoting, developing, and offering stackable non-credit and credit programs.2. Manages the fiscal accountability of the Workforce Solutions Division in partnership with the collegeâ™s Finance Department and at minimum, maintains a cost-neutral revenue portfolio for the division.3. Oversees and manages the delivery of high-quality customized training programs and services.4. Oversees and manages the delivery of high-quality open enrollment credit and noncredit courses.5. Develops and collaborates in the marketing, delivery, and tracking of training that leads directly to an approved credential.6. Represents the College and the College President through engagement with regional workforce development, economic development, business and industry, and governmental organizations and convenes and leads, when appropriate, in regional efforts to address workforce shortages.7. Performs other tasks as assigned.
Recent and progressive experience in developing effective workforce training and development programs. Experience in training development, methodologies and principles and practices. Experience in scheduling and training logistics. Experience in an educational setting, i.e., community colleges.Masterâ™s Degree required; Significant background in workforce development and training and/or continuing education; Experience with leading workforce development organizations and/or large scale workforce development initiatives. Outstanding interpersonal and relationship management skills.
