Summary: The assistant director of government affairs is responsible for (1) monitoring developments in the federal affairs environment with a focus on budget, appropriations and public health authorizing bills; (2) analyzing federal legislative impact on state and territorial public health; (3) meeting with members of Congress and their staff in coordination with the Senior Director of Government Affairs and (4) developing tools and resources for state and territorial health officials, alumni, and affiliates to engage with members of Congress.
Location: Washington, DC area
Anticipated salary: $80,000 Extended experience: up to $88,500 if experience exceeds expectations
Principal Functions:
Works with members of Congress, their staff, and the Administration in collaboration with the senior director of government affairs to implement ASTHO???s legislative agenda and assists in identifying opportunities for ASTHO advocacy engagement
Monitors, tracks, analyzes, and reports on federal government rules, regulations, bills, and other related developments that could impact state and territorial public health
Drafts legislative alerts to ensure content is accurate, timely, and relevant with a particular focus on budget/appropriations and other pertinent items included in ASTHO???s legislative agenda
Represents ASTHO on advocacy coalitions
Develops testimony, fact sheets, legislative summary memos, letters, and other documents as needed
Contribute to the development of material for inclusion in relevant ASTHO publications
Assists the senior director of government affairs with ASTHO???s annual hill day including but not limited to collaboration with partner organizations and consultants, as well as the development of fact sheets, appropriations budget book, talking points, training sessions, and the scheduling and execution of hill meetings
Attends and provides high-level summaries on Congressional hearings, briefings, and other events with Congress and the Administration
Develops tools and resources for ASTHO members, alumni, and affiliates to utilize to engage with members of Congress. These items include the advocacy toolkit, talking points, background memos, and ???how-to guides???
Contribute to ASTHO???s monthly health policy blog updates
Qualifications:
Bachelor's degree (Advanced degree preferred)
Minimum 3-5 years experience in federal advocacy or lobbying
Knowledge about the congressional appropriations process and federal health agencies such as HHS, CDC, HRSA, SAMHSA, and FDA
Strong writing/oral communication skills
Must live in the Washington, DC area
Ability to be registered as a federal lobbyist
