The Social Work Office of Research and Public Service (SWORPS) seeks an Assistant Director of Budget, Finance, and Operations who will enthusiastically embrace the opportunity to provide fiscal and operational support for SWORPS. We need a hardworking and flexible professional who will be responsible for managing the annual contracts that fund the office, as well as overseeing the human resources and business operation.

The Social Work Office of Research and Public Service (SWORPS) is an applied research center of the University of Tennessee College of Social Work (CSW). We are a dynamic and close-knit interdisciplinary team of individuals with a shared vision of thriving communities with equitable outcomes for all. We do that by building partnerships that leverage research, technology, and human connection to improve lives in Tennessee and beyond.
Over the past fifty years, SWORPS has worked with local nonprofits such as the United Way of Greater Knoxville, University of Tennessee departments and faculty researchers, state agencies such as the Tennessee Department of Human Services, and federal agencies like the Department of Housing and Urban Development. Our annual portfolio consists of 25-40 sponsored projects spanning a wealth of different content areas, but one common thread -each project contributes one more building block for thriving communities with equitable outcomes for all.
We need a critical thinker who exercises good judgement and exhibits good problem-solving skills. We want a collaborative person who can work closely with our leadership team, principal investigators, and program managers to draft proposal budgets and supporting documentation. We need a person who can connect the details of each project and the larger picture of the organization, ensuring that resources are available to meet all project deliverables in a timely manner within budget constraints. We need a teammate who is dedicated to public service.
Reporting to the College of Social Work Director of Budget, Finance and Operations, this position is responsible for managing all SWORPS budget, finance, and human resources operations. The position supervises SWORPS fiscal/operations unit staff and has the following primary duties and responsibilities:
The Assistant Director is the central point of contact for all fiscal, financial, and operation matters within SWORPS. This person develops, implements, and manages the office's grant/contract income (overall operating) budget -approximately $14 million. They work closely with SWORPS and College of Social Work (CSW) leadership, offering guidance in planning budget strategies; forecasting budget projections; and developing tools to monitor and track revenues and expenditures. They also prepare all budget transfers, analyze budget trends, surpluses and deficits to ensure year-end balanced budgets; and prepare, implement and manage centrally funded budgets. For SWORPS accounts, both restricted and unrestricted, they approve all financial transactions; provide oversight of expenditures and obligations of financial resources within SWORPS; and verify and reconcile accounts to ensure compliance with UT fiscal procedures and policies.
Pre-Award and Post-Award Responsibilities
This person develops sponsored research project budgets and regularly enters proposals into Cayuse (grant management software) as an alternate approver for SWORPS. This person also directs post award oversight on state, federal, and privately funded grants and contracts, and will be responsible for ensuring accounts are closed out and settled correctly at the end of the funding period. This work will include close communication with the UT's Office of Research and Sponsored Projects Accounting to develop budgets and related documentation for submission, as well as ensuring that grant activity is reported in a timely fashion in accordance with UT policy and granting agency requirements. This person is also responsible for negotiating contractual obligations with appropriate entities for grant and other SWORPS activities.
Administration and Human Resource Responsibilities
The Assistant Director oversees all HR functions within SWORPS and is the central point of contact for HR related inquiries. The position reviews and approves all HR actions including personnel hiring, personnel or position changes, promotions, new faculty and graduate student appointments, organization unit changes or creations; time approval, effort certification approval, percent time and pay changes, terminations, transfers, leave of absences, and additional pay. The position provides UT policy guidance and support assistance related to personnel actions such as ensuring that all affiliated faculty, staff and students fulfill reporting and training requirements (e.g., Outside Interest Disclosures, Conflict of Interest, Sexual Harassment Training, etc.) as well as complete the submission process for annual reviews.
They also provide reports on administrative implementation of personnel policies and procedures to the Director, Business Manager, and SWORPS staff. Finally, the person in this position models the organization's core values for innovation, inclusion, empathy, collaboration, and integrity to support the development and maintenance of a positive organizational culture, including leading the planning efforts and execution of the office's annual retreat.
