Enterprise Information Technology (EIT) provides a full range of networking, infrastructure, platforms, systems, software, applications, user support, multimedia, cybersecurity, and related services to the UCAR, NCAR, and UCP communities. EIT consists of five units: Enterprise Infrastructure and Platforms (EIP), Enterprise Software and Applications (ESA), Network Engineering and Telecommunications Services (NETS), Office of Information Security (OIS), and User Experience and Support Services (UESS). Additionally, EIT is responsible for the management, engineering, and operations of the Front Range GigaPoP (FRGP), a participant-directed Research and Education Network with members across Colorado, Wyoming, and New Mexico. What You Will Do:
The Project Manager position leads and directs the activities of one or more cross-functional program/project teams in the conduct of IT projects and programs for UCAR business operations. The position oversees the scope, schedule, and cost performance of assigned programs and projects and is accountable for the timely completion of project deliverables, requirements, and outcomes. Projects involve a high degree of complexity, extended duration, and a number of multidisciplinary or cross-organization team members and stakeholders.
Partners with project sponsors and senior leadership to define project outcomes, project success metrics and criteria, and resource and funding commitments.
Leads efforts to develop and finalize the business case for assigned projects, including requirements development, planning, budget, risk management, design, vendor management, testing, implementation, change management and training, and project closure.
Defines, coordinates, monitors integrated project plans utilizing project management methodologies such as agile (iterative, scrum, kanban) and plan-driven methodologies such as waterfall.
Builds, leads, and coaches project teams to complete project phases and deliverables. Leverages program metrics to monitor and evaluate progress and performance against the project plan and facilitates all operational checkpoint activities throughout project lifecycles.
Manages change control approval processes to project scope, schedule, cost, and requirements.
Accountable for risk management processes to identify, and facilitate the development of mitigation plans for program/project risks.
Facilitates the competitive procurement process for application technologies and implementation services.
Coordinates and balances multiple projects effectively meeting deadlines in a time-sensitive environment.
Develops domain knowledge where necessary to ensure the ability to manage tasks and dependencies.
Stakeholder Engagement and Communication
Establishes strong relationships with project sponsor(s) and maintains regular communications on program/project progress.
Serves as the primary point of contact (spokesperson) for the project and represents the project to senior leadership, project sponsors, and project stakeholders.
Manages project communications plan and delivers regular project status reports and presentations for project sponsors, senior leadership and other staff, as appropriate.
Facilitates interactions between Operations functional leaders, lab/program leadership, and other stakeholders to drive successful outcomes.
Serves as a liaison with project stakeholders to analyze business needs, facilitate business process reengineering using process modeling techniques, and define requirements for business and administration workflows.
Identifies and recommends process improvements. Presents concepts in a concise and focused manner, including narrative, process diagrams, role and accountability (RACI) matrices, user stories and business-focused stories.
Acts as a liaison between IT and staff to facilitate system support including problem resolution, preventative maintenance, and facilitating or developing end-user training for new products and enhancements.
What You Need:
Education and Years of Experience:
Minimum of 2-4 years experience at the PM I (or equivalent) level and demonstrated ability to successfully manage scientific or technical projects with increasing levels of complexity
Bachelor's degree required.
Attainment of Project Management Certification strongly desired.
Knowledge, Skills, and Abilities:
Excellent program and project management, organization, and team collaboration skills with the ability to manage complex, mission-critical projects.
Experience implementing information systems in a business and administrative environment, including financial applications, related interfaces, and the application of appropriate internal controls.
Strong technical aptitude, including solid understanding of basic information technology concepts, transaction processing, relational database systems, web technologies, and cloud computing.
Demonstrated experience leading the implementation of cloud-based (software-as-a-service) applications.
Demonstrated skills in the areas of leadership, matrix management, relationship building, communications, and conflict resolution, and developing collaborative approaches.
Excellent organizational skills and ability to manage multiple projects simultaneously while maintaining strict attention to detail.
Experience in complex budget analysis, preparation, and stewardship.
Experience with performance management metrics definition, tracking and reporting.
Excellent verbal and written communication and presentation skills.
Experience using project tracking tools (JIRA, MS Project, SmartSheet, Base Camp, com, Daptiv, etc.)
Project Management Institute Project Management Professional (PMP)Certification or Certified Associate in Project Management (CAPM) preferred.
