Texas Rural Water Association is a trade association with a membership of 760 water utilities that serve communities around Texas. The services we provide our members include legal services, advocacy, classroom and online training, onsite technical assistance, a trade magazine, and conferences throughout the year.
TRWA is seeking an Assistant General Counsel to work independently and with the Executive Director/General Counsel to provide legal services and advice to members, the Association and staff. This position is also responsible for implementing the organization’s government relations plan, serving as a registered lobbyist for the Association, and providing guidance to the association’s political action committee. Essential functions include:
Provide consultation and legal advice to member water utilities and their attorneys on a variety of legal issues.
Create and update sample legal and policy documents for water utility members.
Review legislation and regulatory agency rule proposals to assess impact on TRWA members; draft and submit comments to rule proposals.
Work with Executive Director/General Counsel and contract lobbyists on legislative issues.
Provide support to Executive Director/General Counsel on Association legal matters including contract negotiation/review and personnel matters.
Keep abreast of developments in the law and at the regulatory agencies that impact TRWA members.
Give well-executed presentations at TRWA conferences and other venues as necessary.
Write articles for TRWA's magazine.
Serve on internal committees including conference planning committees where responsibilities include suggesting topics and securing speakers.
Manage the work of TRWA's paralegal/executive assistant.
Perform a variety of other work for the Association as assigned.
J.D., a Texas license to practice law, and prefer at least five years of experience directly related to the duties and responsibilities specified.
Eagerness and ability to learn new areas of the law.
Knowledge of the legislative process and regulatory agency systems and procedures.
Knowledge of state and federal laws applicable to water utilities preferred.
Strong oral, written, and people skills.
Ability to work well with a team.
Excellent organizational and time management skills.
Ability to travel out of town to conferences and other meetings, as necessary.
Texas Rural Water Association (TRWA) is a statewide nonprofit trade association established in 1969 with an active membership consisting of more than 760 utility system and individual members. In addition, approximately 200 water industry suppliers participate in TRWA activities as associate members. TRWA members provide water and wastewater service to 3 million customers throughout Texas.
TRWA is dedicated to helping directors, managers and operators provide efficient service and clean, safe drinking water to their customers. Through on-site technical assistance, education and information exchange, TRWA helps its members better meet their needs as well as the needs of their customers.
