Metropolitan State University, a member of the Minnesota State Colleges and Universities System, and a public, urban university, is seeking to hire a Vice President for Finance and Operations. This is a full-time position, heading the Finance and Operations Division and serving as the Senior Financial Officer (CFO) of the university. The vice president reports to the President. The V.P. is committed to fostering equity and inclusion for students, faculty and staff and implementing the university's anti-racist mission in all areas of the VP's portfolio. As Vice President, this individual provides overall leadership and vision for financial sustainability, facilities management, and safety and security of the university, within the context of the university's mission, vision and strategic intent. The Vice President provides leadership and oversight for Financial Management, Budget, Auxiliary Operations, Facilities, and Safety and Security. The V.P. both advises the President about and represents the President's objectives regarding the institution's financial and administrative operations policies, practices and activities. The Vice President is a member of the President's Executive Council and the President's Cabinet. The Vice President is a co-chair and administrative leader of the university's Resource Planning and Alignment Council, which is composed of representatives of campus constituencies, who provide advice and recommendations on the university's budgeting decisions. As a member of these groups the VP contributes business acumen, entrepreneurial insight and planning expertise to the University's executive leadership team.

The Vice President for Finance and Administration is responsible for providing strategic leadership for, and management of, the University's financial, budgetary, security, safety, emergency, facilities and related campus planning functions. The V.P. will insure that policies, practices and programs are in place to set and achieve financial sustainability, budget transparency, adequate facilities and safety and security of people and property. Specific responsibilities include:
Creating a vision and strategic plan for the Finance and Operations division that aligns with and supports achievement of the University's mission and vision.
Clearly communicating the division's vision and plan to employees within the division and across the campus community.
Directly and indirectly supervising the operations of the units within the Finance and Operations division including Financial Management, Building Services, Facilities Management, Safety and Security, Parking, Bookstore, Mailroom, Risk Management, and Room Scheduling.
Preparing the divisional budget request and administering the overall divisional budget.
Providing leadership in developing, monitoring and communicating financial and budgetary plans for the University that promote and support the academic and student affairs mission of the University is done in an equity-minded way.
Providing leadership in the development and implementation of policies and procedures that assure the continued financial strength and integrity of the University, assuring that policies are consistent with State and Federal law and Board policies, are constructed to be equitable and inclusive, and are clearly communicated to campus.
Providing the financial, facilities and safety data and analysis needed to facilitate effective planning and decision-making by the President and her executive team.
Promoting continuous improvement of existing financial, facilities, and safety operations.
Leading efforts to partner effectively with other colleges and universities within the system through developing and negotiating appropriate financial and facilities arrangements.
Working collaboratively with the President and the other members of the executive team to promote and support strong shared governance within a collective bargaining environment.
Promote the ongoing development of division staff.
Leading the Resource Planning Council and other advisory groups as assigned by the President.
Encouraging and promoting a community engaged approach to divisional management, consistent with the University's engagement mission.
Partnering with and supporting the other Vice Presidents in achievement of their divisional goals
Providing leadership for professional and support staff to work with diverse constituencies of the university community to accomplish institutional goals in a welcoming, inclusive and equitable campus environment.
Participating as a member of the university's executive leadership team in strategic deliberations and decisions including strategic allocation of resources.
Representing the university in System level committees and groups.
Performing administrative and decision-making responsibilities of the President in his/her absence and the absence of the Provost, or as delegated.
Carry out other responsibilities as assigned by the President.
A graduate degree in Business Administration, Public, Nonprofit or Higher Education Administration, Finance, or relevant, related field from a regionally accredited or internationally recognized university.
At least five years of financial and administrative experience at the management level that includes implementing financial strategies including contracts and procurement in support of overall organizational strategic goals.
Demonstrated experience in the development and oversight of organization-wide strategic financial plans and budget management.
At least five years of supervisory experience.
Demonstrated ability to work with culturally and linguistically diverse organization and community members focused on customer service and teambuilding
Demonstrated experience and commitment to equity, inclusion and creation of an anti-racist learning and working environment.
Demonstrated professional communication skills including the ability to present effectively to small and large groups.
Demonstrated leadership in promoting transparency, integrity, and ethical decision making.
Evidence of an equity-minded approach in creating and implementing policies and procedures.
Experience as a Senior (Chief) Financial Officer.
Demonstrated ability and experience to address the financial complexity of an urban regional, comprehensive, public university, serving post-traditional students.
Proven ability to act with discretion and maintain confidentiality.
A history of working collaboratively with peers in a diverse team environment.
Experience with safety, security operations, and emergency response planning.
Experience with facilities planning and management.
Experience with continuous quality improvement.
Experience in building and/or maintaining partnership relationships.
Administrative leadership experience in a collective bargaining environment.
Salary: This Administrator position is assigned to a Range 13, as outlined in the Minnesota State Colleges & Universities (Minnesota State) Personnel Plan for Administrators (see link below), and is commensurate with education and experience.
