The O'Neill School of Public and Environmental Affairs seeks a Contracts and Grants Specialist. The Specialist advises on and performs pre-award grant and contract activities for the organization, ensuring compliance with applicable regulations and guidelines. Provides financial monitoring and analysis of contracts and grants and partners with Principal Investigator(s) to ensure expenses are being paid according to contract.

Consults on and completes pre-award applications and participates in contract closeouts.
Performs post-award accounting of more complex grants; interprets regulations and guidelines of program funding for standard grants and prepares reports for grant agency.
Evaluates contract compliance and advises others on contractual rights and obligation.
Requests or approves amendments to contract terms or contract extensions.
Prepares bids or requests for proposals (RFPs), including specifications and requirements; negotiates contract terms and participates in the determination of acceptable bids.
Provides policy and procedure interpretation to various stakeholders.
Ensures compliance with sponsor terms, university policies/procedures and federal/state regulations.
SPECIFIC DEPARTMENT RESPONSIBILITIES:
Direct and perform activities related to the pre-award phase of the grant funding process.
Ensure quality assurance of proposal development processes.
Help identify and disseminate funding opportunities to faculty and staff.
Thoroughly review solicitations, sponsor/proposal guidelines, funding trends and other relevant materials and disseminate these to faculty as they prepare their proposals.
Work with faculty to formulate proposal development timelines and help ensure they are met.
Assist in grant proposal development by providing help with budget development, drafting budget justifications and letters of support, and editing for clarity and content.
Route and audit grant applications.
Serve as O'Neill's liaison to IU's Office of Research Administration, working in cooperation with other university offices, non-profit foundations, and institutions of higher education.
Develop and implement training programs to educate research faculty on all grant policies and procedures.
Create tracking system for proposal processing, produce analysis reports on proposal activity.
Bachelor's degree (preferably in a related field).
2 years of relevant experience.

Working Conditions / Demands
This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus.
