Summary Center ITs Enterprise Technology Enablement (ETE) Group is looking for a leader to manage a new team responsible for developing and driving strategic technology programs and scaling our portfolio practice. The Program & Portfolio Manager will have deep knowledge and expertise in project, program and portfolio management techniques, as well as strong experience designing and implementing effective oversight frameworks. The ideal candidate is action oriented, able to influence across organizational lines, and is skilled at developing a flexible program methodology for use throughout the organization. ETE is focused on empowering our partners to utilize technology, data, and frameworks to support their work with the highest possible level of impact. Reporting The Program & Portfolio Manager will report to the Senior Director of Enterprise Technology Enablement.
Build and manage the newly formed programs and portfolio team
Provide leadership, coaching and ongoing career growth and development for talent management
Establish and maintain framework and methodology for program and portfolio management
Partner with project, program and portfolio managers to measure and communicate progress, risk, process adherence and budget trends
Develop strategies and plans to ensure delivery of team commitments and operational excellence goals
Work with other managers to ensure optimum support of programs and projects
Prioritize programs and projects based on changing functional needs, resource capacity constraints, risks and interdependencies
Define, implement and monitor portfolio metrics and KPIs to ensure ongoing strategic alignment with short and long-term business objectives
Own and maintain project intake, backlog and resource forecast
Shape future strategic business decisions in partnership with other Center IT leaders
Manage a fiscal year capital budget upwards of $20M including intake, prioritization, partnering with finance and stakeholders. Support the quarterly enterprise technology oversight committee initiatives
Bachelor's Degree, or equivalent experience
Experience managing people, setting, and measuring individual and team goals
Experience defining program requirements and using data and metrics to determine improvements
Excited about working in a diverse group and contributing to an inclusive culture
Excellent written, presentation and verbal communication skills at the executive level
Strong critical thinking skills with ability to challenge normal operations
Proven track record of taking ownership and driving results
Strong bias for action and be able to work iteratively
Ability to work with teams at all levels of the organization
7+ years of experience delivering cross functional and / or enterprise wide projects
7+ years of experience in program or project management
7+ years of experience working cross functionally with technical and non-technical teams
