Organizational Overview
The Nonproliferation Policy and Implementation Group, within the Nonproliferation and National Security Department, supports the international safeguards capability of the U.S. government through training and the analysis, formulation and development of safeguards policy, radiation detector testing and assessment, and technical analysis. A major objective of the group is to support the safeguards activities of the International Atomic Energy Agency (IAEA). This support is provided by NPI through both policy and technical vehicles, projects, and deliverables. In addition to supporting IAEA safeguards, the group supports other safeguards and arms control initiatives, such as analytical and policy support for the implementation of the Treaty on the Nonproliferation of Nuclear Weapons (NPT), Fissile Material Cutoff Treaty (FMCT) and implementation of international nuclear security and safeguards initiatives of DOE/NNSA. Position Description
The Nonproliferation Policy and Implementation Group is seeking an Assistant Nonproliferation Scientist to work in a team to support international nuclear safeguards and security engagements, on both technical and policy-based initiatives. The incumbent will also collaborate with the Nonproliferation and Detector R&D Group, as well as with the Nonproliferation and Homeland Security Field Support Group. T he candidate chosen would be hired for an initial term of two years with the possibility of an extension up to one year.
The successful candidate will: - Be expected to seek funding from federal and commercial agencies and grow an effort at BNL in international nuclear safeguards
- Focus on supporting existing programs in international nuclear safeguards, university outreach, homeland security, and concepts and approaches for nuclear safeguards by conducting scientific and policy research in areas related to nonproliferation
- Be an emerging leader in the design, development, and implementation of innovative projects designed to improve the technical aspects of IAEA safeguards initiatives by developing safeguards technologies, designing detectors using advanced materials, performing safeguards-relevant laboratory tests and data analysis
- Be an emerging leader in the design, development, and implementation of equipment testing for field implementation and data collection for the Department of Homeland Security
- Support the Radiological Assistance Program's team deployments as a Health Physics Support team member
- Write interim and final project reports and presentations
- Contribute to and lead the design, development, and implementation of exercises, lectures, and modules for NNSA Human Capital Development initiatives, work with universities to develop course materials pertinent to international safeguards, develop and lead academic exercises, and present lectures to university participants
- Publish results of research and development in peer-reviewed, scientific journals
- Prepare proposals and lead projects as funded
Position Requirements
Required Knowledge, Skill, and Abilities : - A PhD in one of the following: physics, nuclear engineering, or electrical engineering
- Experience with NNSA's Office of International Nuclear Safeguards (OINS) program
- Experience with detectors for safeguards and homeland security applications
- Experience in international nuclear safeguards relevant measurements and detection
- Writing skills and presentation skills
- Interpersonal and communication skills
- Understanding of international policy pertaining to nuclear safeguards
- Ability to travel both domestically and internationally as required for project work and laboratory representation
- Proven ability to disseminate research results by writing manuscripts and giving academic presentations
Preferred Knowledge, Skills and Abilities :
- Demonstrated international nuclear safeguards measurements expertise
- Demonstrated understanding of the International Atomic Energy Agency's inspection and verification efforts
- Demonstrated understanding of DOE/NNSA's NA-24, in particular, its support of IAEA initiatives, trainings, and technology development efforts
- Ability and willingness to travel domestically and internationally
- Demonstrated ability to present information and ideas on technical international nuclear safeguards to diverse groups (international, non-scientist, and scientist populations)
Environmental, Health & Safety Requirements: - Must be able to pass Radworker training requirements and be willing to work in a radiation environment
