The Palo Alto Veterans Institute for Research (PAVIR) is seeking a Clinical Trials Financial Specialist to manage pre- and post-award activities of industry sponsored clinical trials and post-award administration of assigned sponsored research post award activities on grants and contracts, both routine and complex. Activities include the development and negotiation of clinical trial budgets, budget management, reporting, and associated regulatory document completion and maintenance. PAVIR is affiliated with the Veterans Affairs Palo Alto Health Care System (VAPAHCS). As a condition of employment, all PAVIR employees are required to complete a background check. In this position you will: - Lead quality design and negotiation of clinical trial budgets
- Review all active studies to ensure up-to-date revenue collection
- Receive and review invoices to ensure project congruency and provide approvals to bill
- Manage ClinicalTrials.gov, VA CRADA Registry and ClinCard ensuring appropriate quality control of subject compensation
- Ensure all documents and agreements pertaining to award agreements have necessary signatures and supporting documentation
- Monitor spending on an ongoing and regular basis; responsible for avoiding deficits by managing PI's expenditures
- Prepare projections and forecasts
- Prepare timely submission of scientific and financial progress reports to sponsors
- Communicate status updates and work-flow needs with Clinical Research Program Manager, Director of Sponsored Research, and VA Research Administration
- Liaise between PAVIR staff, PI, and/or study coordinators for other budget related inquiries that may lead to the initiation, amendment, termination of award and/or personnel agreements or personnel payroll allocations
- Liaise between PI and sponsor on budget related matters
Successful candidates will possess: - A bachelor's degree or equivalent experience
- 2+ years of clinical trial research administration with an emphasis on financial management
- Or 3+ years of work experience in Federal post award administration with some experience of industry sponsored clinical trials and a desire to learn more about clinical trials
- Knowledge of relevant governmental regulation, e.g. OMG Uniform Guidance, Cost Accounting Standards, FDA, Medicare and OHRP
- Knowledge of standard concepts, practices, and procedures within industry sponsored research
- Strong process orientation with an ability to set priorities, analyze and resolve problems, and make decisions in a timely fashion. Ability to balance attention to detail with big picture thinking.
- Ability to work in partnership with scientists in a customer-oriented environment; effectively balance customer service with regulatory compliance
- Excellent analytical and abstract reasoning skills plus organization skills with experiencing interpreting goals and objectives into an operational model as well as being well versed in using accounting software tools to maximize institution's effectiveness.
- High ethical standards, good judgment, and ability to review detailed work for critical incongruencies
- Ability to establish credibility throughout the organization as an effective listener and problem solver
- Commitment to personal responsibility, value for safety, especially pertaining to human subject safety; communicates safety concerns; uses and promotes safe behaviors
- Ability to present complex financial/budgetary information to non-financial audiences while maintaining discretion when handling confidential information
- Excellent communication skills both oral and written
Desired Knowledge/Skills include: - 5+ years of clinical trial research administration with emphasis on financial management; 5+ years of Federal post award administration in medical research environments, including NIH and DOD funding
- Knowledge of VA and its health care system regarding clinical research trials and understanding of VA procedures and safety issues
- Certification in Clinical Trial Research Administration
Environmental Conditions / Physical Demands: - Physical: Frequently sit for long periods of time to perform desk-based computer tasks. Occasionally lift / carry / push / pull objects that weigh up to 10 lbs.
