Responsibilities The Director manages the design and development of major academic program components, oversees execution of programs once funded. Identifies and develops continuance of funding from multiple external sources. The position will lead the organization in the development and implementation of work plans that produce and deliver a comprehensive array of professional workforce development opportunities that align with the state, county, and tribal social service workforce needs. This position will directly supervise CalSWEC managerial staff and have oversight responsibility of all subcontracted and purchased services needed to complete the mission of the Center programs.
As part of this responsibility, this position ensures CalSWEC:
Adheres to protocols for curriculum development as well as to federal and state policy and standards;
Supports and monitors the quality of the professional workforce development system;
Ensures the integration of state-of-the-art research and professional development networks, policy, and relevant content;
Provides leadership in initiating and delivering innovative training system activities related to updating, revising or developing curricula in response to county- and state-identified training needs and CDSS policy changes; and
Coordinates the development of curriculum and professional workforce development opportunities to align with state and county workforce needs.
Develops and executes strategic plan for financing program activities and ensuring ongoing sustainability of program.
The Director oversees the development of evaluation strategies for ensuring transfer of learning to training recipients.
Ensures through subordinates varied and competing requirements associated with managing an innovative program in a university and/or government environment.
The Director will be responsible for the supervision of all CalSWEC staff (~25 individuals).
Plans, directs and controls program budget(s) and manages financial, HR, technical and other supporting resources.
This position will involve budgeting, developing and monitoring contracts for University-based training projects and contracted service providers.
The Director will ensure compliance with federal, state, and university regulations pertaining to fiscal and research policies.
Ensures the assessment and success of the program(s) effectiveness, and recommends changes to program's content, policies and strategic goals accordingly.
Develops and maintains liaisons with external Advisory Board, and ensures representation of the program to governing boards, outside agencies, and the public.
The Director will work with CDSS and the CalSWEC Advisory Board and Executive Committee to continually look for new ways to train and develop new social workers. The Director facilitates convenings for these groups. This position further involves active participation in national networks for Title IV-E and other professional degree stipend programs.
The Director is also responsible for exploring, writing and applying for grants and other funding opportunities to further support and expansion of social welfare professional development and education in California.
Ensures the development, implementation and adherence to policies and contracts.
The Director actively participates in the development and coordination of technical assistance activities and protocols that complement and align with county, regional, and statewide technical assistance needs.
Leads professional conferences and provides public relations support.
Manages seminars and workshops and facilitates partnerships with faculty on research.
Other duties as assigned.
Extensive experience with the development, management, and monitoring of large-scale, service-oriented contracts.
Leadership experience in academic and/or government agencies.
Demonstrated experience in successful collaboration with multiple partners with diverse perspectives and priorities.
Experience developing and delivering workforce training programs, or coordinating the development and delivery of training initiatives within large-scale professional workforce development systems.
Extensive experience with budget development and management. Demonstrated ability to interpret and analyze complex financial information.
Expert negotiation skills.
Managerial experience and proven success in managing and creatively resolving problems for a complex program(s).
Skills in organization and customer service to effectively manage multiple important priorities.
Strong verbal and written communication skills; ability to influence/persuade all levels of staff.
Extensive experience with project management, including task delegation, monitoring, and quality assurance.
Significant experience with management and supervision, including staff hiring, development, and, accountability.
Exceptional relational skills and ability to coalesce multiple interests to ensure and implement a shared vision.
Ability to navigate and work effectively with higher education faculty, CDSS staff, county and tribal human services staff, and other stakeholders to build and sustain strong collaborations and a shared vision among these entities for public social welfare training.
Expert oral and written communication skills.
Expert ability to work with a dynamic and diverse group of staff.
Master's degree in the areas of Social Work, Public Administration, Business Administration or a related field or equivalent combination of experience/education.
5+ years of professional experience in adult or continuing education and/or child welfare or human service systems experience.
Familiarity with public social welfare practice and systems and with federal laws and policies affecting social welfare practice.
Salary & Benefits This is an exempt, monthly paid position. Annual salary is commensurate with experience.
