ABOUT THE CALIFORNIA STATE UNIVERSITY MARITIME ACADEMY: Established in 1929, California State University Maritime Academy, a campus of the California State University, is the only degree-granting maritime academy on the West Coast. Located on a scenic waterfront site in Vallejo, the campus serves a student population of approximately 1100 undergraduates and 50 graduate students. The campus currently offers undergraduate degrees in Mechanical Engineering, Facilities Engineering Technology, Marine Engineering Technology, Marine Transportation, Global and Maritime Studies, and Business Administration. A master's degree in Transportation and Engineering Management is offered as well as a number of extended learning programs and courses.
Position Summary: Under general direction of the University Controller & Director of Fiscal Affairs, the Accounting Manager is a strategic partner in the fiscal administration of California State University Maritime Academy and its Auxiliary Organizations. The Accounting Manager is a hands-on and participative leader who develops and directs an internal team that administers the University' and Auxiliary Organizations General Accounting and Financial Reporting including the daily accounting, finance, business operations and related planning functions. The incumbent serves as the Accounting Manager for the University and Auxiliary Organizations and partners with and compliments the other campus business departments and operations.
The incumbent participates in all aspects of supporting of the mission and goals of California State University Maritime Academy and its Auxiliary Organizations. The incumbent plays an active role in partnering with other campus business units and operations relating to the day-to-day business operations. The incumbent will also actively engage in California State University system-wide and other higher education initiatives and committees. The incumbent maximizes and strengthens the internal capacity of a well-respected, high-impact higher education institution.
MAJOR RESPONSIBILITIES: Functional Management Manage, oversee and provide effective management of the university and Auxiliary Organizations day-to-day accounting, finance, business operations and related planning functions. Responsibilities include maintaining timely and accurate financial statements and reports in accordance with Generally Accepted Accounting Principles, Financial Information Reporting Management System, capital project capitalization and fixed asset accounting, and legal financial reporting requirements of the university and Auxiliary Organizations. Develop, implement, and provide oversight and direction for the preparation of a variety of communications, presentations, and processes for campus business managers, administrators, and campus auxiliary organizations.
The incumbent's hands-on responsibilities include but not limited to oversight of: bank reconciliations; accounts payable, accounts receivable, billing, indirect cost allocations, chargebacks, trust fund accounting; document/maintain complete and accurate supporting information for all financial transactions; maintain financial accounting systems for cash management; maintenance of the general ledger tree and structure; student and campus fee reconciliations, financial aid accounting; asset management, and capital projects accounting.
Develop and implement policies and procedures to ensure that personnel and financial information is secure and stored in compliance with current legislation, policy and best practice. Manage the acquisition of capital assets and ensure that assets are properly recorded, amortized, and appropriately disposed.
Analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all segments, and oversee all financial, project/program and grants accounting. Coordinate and lead annual financial statement audit processes with internal and external auditors.
Participate in the CSU system-wide Finance and Student Finance Users Groups. Provide support to staff in performance of their duties to assure they have proper resources and training to enable timely and accurate completion of assigned tasks. Interprets and stays current on campus, CSU, federal and state regulations, guidelines, policies and mandates that relate to the campus accounting functions.
Incumbent responsible for the transition of auxiliary organization's financial reporting systems and processes to the campus PeopleSoft/CMS system. Develops internal control procedures for Stateside and Auxiliary funds to assure accounting processes are functioning properly. The Accounting Manager is a hands-on leader who will develop, analyze, and perform the financial service activities of the university and Auxiliary Organizations; and effectively communicate and present critical financial matters to the university's executive and senior leadership.
Information Technology Knowledge of appropriate technology that meets the University's information requirements and financial resources. Evaluate the need for new technology to meet the University's financial data processing, control, security and reporting requirements. Serve as the functional subject matter expert (SME) on the Common Financial System (PeopleSoft, Data Warehouse, Financial Edge) for all general accounting and financial reporting activities and provide system functional production support for all areas of primary responsibilities for the University and Auxiliary Organizations. Have in-depth knowledge of the department's systems and processes in order to document, recommend, develop and implement improved process flows. Process map existing and recommended workflows for future enhancements.
Incumbent responsible for system implementation, upgrade, and functional production support. Lead, coordinate, consult on business process and report design. Develop testing plans and scripts for testing upgrades, releases, enhancements, and patches. Develop and update documentation related to system upgrades as needed and provide user training accordingly.

Administration/Operations/University Partnership Partner with campus administrators, students, faculty, and Administration and Finance cabinet member colleagues regarding the University's administrative and operational processes, with a goal of continuously developing and improving systems. Work closely with and collaborate with the campus Auxiliary Organizations on their day-to-day financial and accounting business processes. Evaluate and improve the University's information technology infrastructure, implementing new technologies to support key capabilities as required for future growth, and to support and drive key financial, accounting and reporting initiatives. Monitor all relevant legislation that impact the financial administration of the University and Auxiliary Organizations and implement accordingly. Ability to assure that assigned accounting reporting systems and procedures comply with established administrative policies and procedures and acceptable accounting standards
Bachelor's degree in Accounting, Business Administration or Finance. A minimum of 5 years of progressively responsible accounting or finance experience which includes leading and/or supervising the work of others or an equivalent combination of education and experience.
Demonstrated knowledge and experience providing accounting and fiscal management leadership in a complex, decentralized organization.
Demonstrated knowledge with nonprofit fund accounting and institutionally related foundations.
Familiar with federal student financial aid annual reporting requirements and quarterly grant reporting requirements.
Functional Area Expertise:
Extensive working knowledge of GAAP financial statement models according to GASB including governmental fund accounting.
Experience with Microsoft Office Suite, automated financial systems, complex spreadsheets, graphic display of information, database and database query tools.
Demonstrated ability to interpret and apply GASB and GAAP standards, pronouncements, principles and policies.
Thorough knowledge of financial and program auditing practices and procedures, and internal control policies and procedures.
Expert knowledge and experience with administrative software applications.
Knowledge of or ability to quickly acquire knowledge of University, CSU, state and federal rules and regulations related to accounting services functional areas. Experience with PC workstation tools such as database managers and spreadsheets.
Ability and desire to translate complex financial concepts to individuals at all levels including finance and non-finance managers
Strong knowledge and familiarity of federal student financial aid annual reporting requirements, and quarterly grant reporting requirements.
Demonstrated knowledge and experience providing accounting and fiscal management leadership in a complex, decentralized organization.
Skilled in utilizing data driven strategies at the institutional, division and unit levels to evaluate and assess financial, accounting and related programs and services, focusing on improvement
Ability and competence in implementing and managing automated financial systems including those involving electronic commerce; experience selecting and overseeing software installations and managing relationships with software vendors; knowledge of accounting and reporting software.
