We have an immediate need for a Director of Contracts to lead a team of contract management professionals. This position will be located in SRI’s Washington, DC (Arlington) office and will manage a geographically diverse team with staff located in Washington DC, Menlo Park, CA, and Princeton, NJ. (SRI will consider locating this position in Princeton, NJ, or Menlo Park, CA).
The Director of Contracts will oversee activities across the entire lifecycle of contract management activities, including support of proposals, negotiation and administration, and contract closeout.
Principal duties and responsibilities include: • Building and directing a motivated, effective, customer-focused, and highly professional subcontract management team • Ensure that effective, efficient, and compliant subcontracts support is provided to SRI’s various research divisions. • Provide leadership and manage the activities and workflow of the subcontracts staff • Lead the professional development of the subcontract staff, including career development, training, and individual performance management • As necessary, support major proposals and major subcontract/supplier evaluations/negotiations, and representing the company with internal and external customers at all levels regarding subcontract and contract issues. • Provide input to management to surface issues/concerns, reduce organizational risk and maximize efficiencies. • Facilitate and maintain a close and constructive working relationship between the subcontracts staff and its customers (e.g., divisional research staff, business personnel, and management). • Act as an intermediary as necessary between Purchasing, Finance, IT, Internal Audit, and other support functions for issues relating to implementing and/or modifying contract administration systems and procedures.
--BS/BA or equivalent with 15 years of relevant work experience including at least five years of management experience. Legal background beneficial but not required. --U.S. Citizenship with the ability to obtain and maintain a security clearance is required. --Active TS/SCI highly desirable. --Proven ability to provide authoritative interpretation and analysis of government contracts-related regulations, with emphasis on FAR, DFAR, DHHS, DARPA, NSF Grant Policy regulations, and OBM Circular A-133. --Communicate verbally and in writing with a high degree of sophistication and effectiveness. --Advocate for adherence to important policies and procedures in a compelling and persuasive manner, while also having the flexibility and the confidence to appropriately adapt those rules to new and evolving circumstances. --Employ a range of styles and approaches to best address a broad range of situations and client and company needs. --Work collaboratively with the Executive Director of Contracts and others inside and outside of the team to structure and simplify work streams so that tasks may be handled most effectively and efficiently. --Proven ability to develop, manage, and maintain high levels of team performance, including ability to make difficult, but appropriate, personnel decisions. --In concert with the Executive Director of Contracts, apply unconventional or “out of the box” approaches to problem solving. --Proactively identify areas of concern (e.g., personnel or team deficiencies) and mobilize the resources for effective change. --Provide leadership in the design, modification, and application of SRI-wide subcontract-related systems. --Appropriately delegate work to subordinates, while maintaining staff morale and effectiveness. --Working with the Executive Director of Contracts, lead the resolution of government audits pertaining to subcontracts matters. --Build and strengthen team talent by identifying, fostering, and mentoring subordinates in key leadership positions. --Deploy highly-developed listening skills and be able to foster these skills in subordinates. --Maintain an individual contributor portfolio of appropriate volume and complexity.
