DEPARTMENT: CONTRACTS AND GRANTS, PURCHASING
The NORC Contracts and Grants team provides oversight for all government and client contracts, and vendor agreements, keeping internal stakeholders informed and trained on federal regulations, as well as driving NORC’s federal compliance and reporting activities.
Purchasing is responsible for the negotiation and procurement of materials, equipment, and supplies from vendors. The team coordinates sourcing activities including competitive bidding, and develops and maintains supplier relationships in compliance with NORC policies and federal, state and/or local requirements.
Develop and guide the strategy and direction for the Contracts and Grants, and Purchasing departments, serving as the leader for major departmental and organizational initiatives
Enforce federal and government contracting rules and regulations, including those related to FAR, CAS, and the Federal Uniform Guidance
Oversee compliance with federal data governance regulations
Supervise maintenance of databases and documentary archives of government contracts proposals and contract administrative activities
Liaise with government agencies for proposal, contract, and performance activities
Lead responses to government audits
Monitor status of government contractual actions and emerging contractual issues and disseminate learning through appropriate channels to key stakeholders
Oversee legal and financial review of all NORC contracts, confirming performance objective are appropriately addressed
Ensure consistent interpretation and application of contract requirements and regulations through management and oversight of corporate policy and procedure
Develop contracts, subcontracts, teaming agreement, consortium agreements, and other partnering arrangements
Counsel staff on complex issues, including international contract matters
Build overall organizational, as well as project-specific, bidding and contract strategy
Coordinate subcontracting activities insuring flow down of appropriate government clauses and compliance with sourcing regulations
Monitor and report risk assumption as it relates to NORC’s contract strategy
Enhance internal auditing and performance monitoring
Manage the purchasing team and confirm all procurements are consistent with consistent with applicable laws, regulations, and contract provisions
REQUIRED EDUCATION, EXPERIENCE, KNOWLEDGE, AND SKILLS:
Bachelor's degree and at least 10 years of leadership experience in contracts and procurement within a government contracting or commercial sector (MBA or JD a plus)
Command of Federal Acquisition Regulations (FAR), government Cost Accounting Standards (CAS), and OMB Uniform Guidance; strong familiarity with the full range of contract types; e.g. FFP, CPFF, CPAF, Time and Material and federal awards
Broad knowledge of a variety of agency supplements, subcontracts, nondisclosure and teaming agreements
Strong track record in contract negotiation, subcontracting, purchasing and pricing experience
Highly skilled in all aspects of proposal lifecycle including bid development, project cost proposals and analyses, compliance with federal government regulations and contract closeout
Demonstrated mastery in preparing proposals in response to federal solicitations.
Well-developed critical thinking and analytical skills
Experience leading and developing teams, and collaborating with stakeholders across levels
Dynamic communicator with strong and diplomatic interpersonal skills and track record of giving informative and engaging presentations to C-suite executives
