This is a full-time, managerial position, and days of work and hours are Monday through Friday, 8:30 a.m. to 4:30 pm. Note: This position is in the “NL” category of employment (non-fixed work week) and individuals in this role have no claim or entitlement to time off or cash compensation for hours worked beyond their normal schedule. Occasional evening and weekend work may be required as job duties demand. Compensatory time will not be granted for work done as an extension of the regular work day. It is the policy of the College to grant hour for hour compensatory time off, with advance approval, only when employees are required to work on a holiday. Time earned must be used within one fiscal year from the time it is earned.

The position of Institutional Advancement Comptroller reports directly to the Vice President for Institutional Advancement and has the overall authority and management of financial matters, policies, controls and regulations that impact the division and the Ramapo College Foundation (Foundation), serving as the Foundation’s Chief Financial Officer. Develops and maintains the Foundation’s and division’s accounting practices, and procedures for the maintenance of its fiscal records and the preparation of its financial reports. Oversees and directs general and budgetary control for division, establishes and monitors the budget for the Foundation, as well as develops strategic goals for the division, College and Foundation. Serves as liaison to the President’s Office, the Office of Businesses Services, the Office of the Internal Auditor, the Office of the Provost, and the Foundation Board of Governors’ Audit, Finance and Investment Committees. As Compliance Officer of the Foundation, responsible for compliance with all applicable laws and requirements for the Foundation to maintain its 501 c (3) not-for-profit tax exempt status. This position is also responsible for the oversight of the Office of Events and Conferences and managing its budget.
1. Organizes, plans and directs the financial operations of the Foundation and Division of Institutional Advancement and organizes, develops, and directs all financial affairs within those units/areas and controls the receipt and/or disbursement of funds and ensures that disbursement of funds are within budgetary authorization limits. Sets primary budget for the Foundation, and administers and monitors the division budget, requesting adjustments as needed; reviews and approves/disapproves all requests for expenditures for the Foundation.
2. Administers and interprets applicable federal and state laws that impact upon the Foundation and division.
3. Maintains integrity and appropriate confidentiality in College and program operations.
4. Prepares all financial statements required by the Board of Governors and the Vice President for Institutional Advancement including the Statement of Activities, Capital Campaign and the Investment Report. Create ad hoc reports using the financial system as requested.
5. Ensures data is correctly recorded so that all information is accurately reported internally to management, to the College, to the Foundation’s Board of Governors; and externally to federal, state and other agencies and organizations; as well as to existing and prospective donors.
6. Manages all endowment investments and distributions for scholarship and other; calculates and monitors the indirect cost rate; manages reimbursements and operational support payments to the College (including scholarship and waiver payments); and approves invoices or drawdowns as necessary from federal or private agencies.
7. Serve on the Investment Committee of the Board of Governors and assist in the management of Foundation investments, specifically overseeing the endowment funds. Also serve on the Finance and Audit Committees of the Board of Governors.
8. Responsible for cash management for the Foundation.
9. Participates with other senior managerial staff in the development of College policy and in long and short range planning relating to the Foundation and the College Strategic Plans. Maintains a collegial relationship with the College Business Office and assists as needed with the audits and consolidation of the financial results of the Foundation into the College report. Coordinates with the College on all system matters and year end close procedures.
10. Develops and compiles effective policy to guide the accounting function of the division and for the Foundation.
11. Prepares complex fiscal reports on various time schedules in compliance with federal, state and accounting guidelines and deadlines and analyses and auditing of accounts, vouchers, and other records utilizing Microsoft Office and the College’s financial system (Banner).
12. Directs the establishment and the maintenance of essential records and files, ensures that only pertinent information is retained by the College and Foundation. Makes certain that data is correctly recorded so that all information is accurately reported both internally and to federal, state and other agencies and organizations.
13. Directs all financial aspects of grants, research and sponsored programs serving as the Grants Financial Officer. Submits the College’s indirect cost proposal to the U.S. government and coordinates finalization of percentage.
14. Supervises the staff and directs the work operations, develops performance standards, reviews and makes performance evaluations, provides guidance and counsel to staff and approves personnel actions within the program or division including promotions, hiring and disciplinary actions in accordance with College policies and state regulations.
15. Supervises the operational staff, including overseeing the donor database, which tracks all donors and over 25,000 alumni records.
16. Oversees the submission to the internal auditor the information for the College’s A-133 audit, and other audits as required.
17. Evaluates program goals, operations, and performance; as required, develops and implements alternative procedures to improve performance and meet the program objectives.
18. Plans and/or supervises the planning of conferences, seminars and workshops for faculty and staff.
19. Assist and participate in Institutional Advancement and Foundation activities and special events as needed.
20. Prepares and supervises the preparation of detailed correspondence.
21. Serves on ad hoc and standing committees as required.
22. Oversees the Office of Events and Conferences through supervision of the Director. Conducts frequent meetings, and assists the Director with accounts, reviewing budgets and close out of fiscal years. In addition, reviews Strategic Plan targets and assists with planning of yearly revenue sharing and approval of the annual calculation.
23. Establishes and maintains effective communication and cooperative working relationships with College administrators, faculty and staff, government and private agencies and/or the public in order to accomplish the objectives of the program or division.
Graduation from an accredited college with a Bachelor's degree supplemented by a Master's degree in a field related to the area of assignment or equivalence as determined by the appointing authority.
Certified Public Accountant (CPA) preferred.
Minimum of five to seven years’ experience required as an accountant with an emphasis on fund accounting.
Past experience in not-for-profit or higher education accounting is highly desirable
Sponsored research financial accounting experience including the ability to interpret federal regulations and guidelines is also a strong advantage.
KNOWLEDGE, SKILLS AND ABILITIES: • Working knowledge of Financial Accounting Standards Board (FASB), Generally Accepted Accounting Principles (GAAP), Internal Revenue Service (IRS), Uniform Prudent Management of Institutional Funds Act (UPMIFA), unitized accounting methods, and nonprofit accounting is strongly preferred. • Knowledge of the laws, rules, and regulations governing the installation, operation, and keeping of accounts and their application to specific situations. • Knowledge of the preparation of involved and detailed accounting and other financial reports containing findings, conclusions, and recommendations. • Knowledge and familiarity with an Institutionally-related 501(c) 3 foundation; an understanding of annual, planned and capital giving campaigns. • Ability to design, install, and operate a large-scale accounting program. • Ability to analyze complex accounting problems. • Ability to establish cooperative and collaborative working relationships with faculty, administrators and other offices or organizations on campus, with representatives of external organizations including alumni, prospects and donors, federal and non-federal agencies that impact on or relate to the work of College, division and the Foundation. • Possess the following characteristics: utmost level of integrity, strong work ethic, commitment to customer services/donor relations, and the ability to develop and administer procedures which insure appropriate confidentiality of donor records and program activities. • Ability to develop and administer procedures which insure the appropriate confidentiality of program records and activities. • Ability to establish cooperative working relationships with supervisors and staff. • Ability to develop, administer and monitor program or division’s budgets. • Ability to develop and recommend college wide and division’s policies. • Ability to effectively manage subordinate staff including developing work operations and performance standards, making performance evaluations and recommending personnel actions.
